The independent verifier, indebase-sdk-verifier, returned PASS.

HOW THE WORKFLOW COMPLETED
1. IndeBase authorized the agent's write to the permitted resource.
2. The action persisted a note artifact and returned its path and SHA-256.
3. The returned artifact was submitted for observation.
4. The trusted IndeBase host verifier independently reread the artifact bytes
   and recomputed the digest.
5. The verifier recorded PASS and the mission advanced to VERIFIED.
6. Only then was completion accepted and the mission marked COMPLETED.

The authority grant covered write_note:write on notes/allowed.txt. The saved
artifact was checked independently of the executor's callback.
